Project proposals shall be in accordance with the plans and specifications
prepared by the Cuyahoga County Engineer and on file at the Office of
Procurement and Diversity of the Board of Cuyahoga County Commissioners,
Room 100, County Administration Annex Building, 112 Hamilton Avenue,
Cleveland, Ohio 44114.
Proposals must be deposited in the bid box in the Office of Procurement
and Diversity, Room 100, County Administration Annex Building, 112
Hamilton Avenue, Cleveland, Ohio 44114. Proposals will be accepted until
two o' clock in the afternoon (2:00 P.M.) local time on the Bid Due Date
at which time and place the proposals received will be publicly opened and
read aloud. The clock located in the Office of Procurement and Diversity
shall determine the official time.
Each proposal must contain the full name of the parties submitting the
proposal and all persons interested therein. Each bidder must submit
evidence of its experiences on projects of similar size and complexity.
The owner intends and requires that this project be completed no later
than September 1, 2007, (Please Note: Schaaf Road and Bridge must be
re-open to continuous two-way traffic by November 1, 2006).
There will not be a pre-bid conference.
Copies of the BID PACKAGE which includes the PROPOSAL PACKAGE, the
CUYAHOGA COUNTY ENGINEER SPECIFICATION BOOKLET, the PLANS and the STANDARD
CONSTRUCTION DRAWINGS may be obtained at the Office of Procurement and
Diversity for a non-refundable fee of $50.00 paid in advance. Payment
shall be made by a certified check or money order drawn on some solvent
account payable to "Treasurer of Cuyahoga County, Ohio". Personal checks
or cash will not be accepted.
All contractors and subcontractors involved with the project will, to the
extent practicable use Ohio products, materials, services, and labor in
the implementation of their project. Additionally, contractor compliance
with the equal employment opportunity requirements of Ohio Administrative
Code Chapter 123, the Governor's Executive Order of 1972, and Governor's
Executive Order 84-9 shall be required.
Prospective bidders must comply with the applicable contract compliance
procedures for the County’s Small Business Enterprise (SBE) Program as
stipulated by the Board of County Commissioners (Adopted April 1, 2000).
At the time of the bid opening, all sub-contractor’s submitted as SBE’s
must be pre-qualified by ODOT to perform the specified work type unless
otherwise indicated per the General Provisions, Section 108, pg. 41,
108.01 Subletting of Contract.
Each bidder is required to furnish with its proposal, a Bid Guaranty and
Contract Bond in accordance with Section 153.54 of the Ohio Revised Code (ORC).
Bid security shall be in the form of either a bid bond for the full amount
(100%) of the bid, or a certified check, cashier's check, or irrevocable
letter of credit pursuant to ORC Chapter 1305 in the amount of ten percent
(10%) of the total amount of the bid. Bid security furnished in Bond form
shall be issued by a Surety Company or Corporation licensed in the State
of Ohio to provide said surety and it shall automatically increase to a
100% Performance and Payment Bond. If a certified check, cashier's check,
or irrevocable letter of credit is submitted as the bid guaranty, it must
be drawn on a solvent bank and made payable without condition to the
Treasurer of Cuyahoga County. The bid bond or certified check, cashier's
check, or irrevocable letter of credit will be held as a guaranty that if
the proposal is accepted, the bidder will enter into a contract for same.
Bidders must comply with the prevailing wage rates on Public Improvements
in Cuyahoga County and the City of Cleveland and Village of Brooklyn
Heights, Ohio as determined by the Ohio Bureau of Employment Services,
Wage and Hour Division, (614) 644-2239.
The right is reserved to reject any or all bids by order of the Board of
Cuyahoga County Commissioners

can be downloaded, and used by bidders in lieu of the printed sheets in the Bid Package,
is available on this site. The file is an Excel97 spreadsheet. Bidders may
fill in the unit prices and print these sheets and substitute them for the printed copies
of Section 3 - Page 4.0 in the bid package.
